civil phd 美国学校套磁如何回复 关于funding来源

套磁后教授回复如下：

You have a strong resume. While I don’t have any openings at this present time, I encourage you to formally apply to our graduate program and designate me as a preferred advisor.
Any chance you can get some funding to support your initial year?

基于此有几个问题：
1） 中国学生除了CSC以外，可能很难有其他funding支持initial year吧？ 因此除了self-supported以外有没有可能获得学院层面奖学金？
2） 我很奇怪为什么只提到需要我自助initial year funding? 难道一定可以保证除了initial year之外的工资吗？
