低GPA的申请写文书 需要为此加一段解释吗？

低GPA的定义的话就说是3.0以下吧。看到有些学校再要求写一段：比如
“If you had low scores in the past, include an argument and alternative evidence that you will be able to maintain a 3.0 GPA or above in the program.”
如果学校这么要求了，而且也确实是这种情况，那无话可说，不知道其他学校如果没有明确要求需要解释么？
