UCB EECS Meng personal history statement问题求教

新人发帖，正在申请中，看到UCB meng除了SOP外，还要有history statement，请问各位大佬：
1. SOP和history statement相互关系如何？SOP问题Why are you applying for this program? What will you do during this degree program? What do you want to do after and how will this help you? Further tips 后者问题： What from your past made you decide to go into this field? And how will your personal history help you succeed in this program and your future goals? 感觉前者主要是目的，后者主要是经历，那么实习等经历放在后者比较合适，我的理解对吗？
2. History statement 委员会一般看吗？重要性如何？
各位大佬一般是怎么处理两者关系的呢,多谢大佬，价值回复一定加米。
