Q: How big is the possibility to get the tuition fee of the Master study in CS **WAIVED**, and how to achieve such tuition waiver, could someone give me some concrete suggestions for my situation?

Brief description of my friend's background:
- I have roughly 7 years of CS related work experience (more concrete and detail?) in a company based in Hong Kong. I've the Master's degree for M.Sc. in Electronic Engineering (EE) at CUHK, B.Eng. also in EE at an ordinary "211" University in Mainland China.
- I'm applying for Master study on Computer Science in a couple of US universities (w/ US ranking 200 ~ 300). Recently a secretary of CS department in the University informed me in the email that I'm very likely to obtain an RA position in such department.
Q: How big is the possibility to get the tuition fee of the Master study in CS **WAIVED**, and how to achieve such tuition waiver, could someone give me some concrete suggestions for my situation?
