technically complete是啥意思？？

LZ前几天提交了UCSB的申请，昨天在status看到了这个“As of 01/16/2015 your application is technically complete although we are missing official IELTS scores from the British Council.” 这到底是complete还是收到IELTS score report才算complete？？
