收到 金门大学 Golden Gate University 非正式offer， 是诈骗吗？

我朋友在加拿大想读一个金融master。她已经工作很多年了，读书不为身份就是想拿个学位。 小红书里面推荐了一个 Golden Gate University。
她联系了小红书发广告的中介在国内。说master一年读完，10门课。 交了1800人民币申请费+ 申请材料。（说不成功就退）
她马上交钱申请。非正式offer马上就下来了。打电话给非正式offer里的Rosita Lesmana也有人接，
她说查了这个人在金门大学网站有。中国这边的招生中介说，现在交学费6万（人民币）或者 8000 （USD）就发正式offer。
我在加拿大读的master。感觉申请流程很奇怪。发offer跟学费怎么会有关系那？ 会不会给了钱就跑路。
我就帮她查了一下。这个学校主要是给在职的人提供读online 的master文凭。

这种算是合作办学吗？ 课程都是中文教。然后能能给美国的毕业证？ 我查了这个学校是它是美国西部学校与学院协会（WASC）认证的学校。应该不是野鸡大学。
如果真能给美国毕业证，那8000 刀读个master 还真便宜。这里想求教大家，看看这个项目是骗钱还是真是一个物美价廉拿个学位的方法。
